US to pay $4 million to San Diego student abandoned in cell for 4 days without food, water

SAN DIEGO — A 25-year old college student reached a $4.1 million settlement with the federal government after he was abandoned in a windowless Drug Enforcement Administration cell for more than four days without food or water, his attorneys said Tuesday.
Iredale says the Justice Department's inspector general is investigating what caused Chong's near-death experience, but that he still has no answers. Chong's attorneys say the DEA had no policy on the treatment of detainees at the time. It does now, and that policy includes cameras in cells and daily inspections.
